3 months to cancel an account??!

I have never had the displeasure of dealing with a group of people as disinterested and inefficient as the supposed customer service agents and managers at Telkom. June of 2013 I had a 2meg ADSL and home phone for which Telkom had to send an engineer and refund me numerous times as they were unable to supply the 2meg upload speeds I was paying for. Finally I decided to call it quits after a very rude text telling me they would downgrade me to a1meg line and I was "not allowed" to upgrade again. So I advised that if they were unable to supply me with what I had originally purchased they should cancel my account. Roll on 27 December 2013 they finally cancelled my my service after several calls where I was told I did not log a cancellation query and had to give 30 days notice and when I called today to query the refund of my deposit I was advised they had not finalised the cancellation on their system and proceeded to transfer me through to another department to do so. Problem is no one answers the ruddy phone, 1hr30min on hold??! When I called the call center and spoke to a manager I was advised there is nothing she could/would do for me and I would just have to hold.
