Incorrect Billing. 15 days resolution!

On the 1/11/13 I am charged R817.66 on my MTN 2GB contract.
I call the call center on the 3/11 to query, I am informed that I will have to PAY for an itemized billing account.
I then see that I have only used R74.53 over my bundle. I then call back on the same day to log a query & I am informed that resolution will take 15 days REF:2992695.
I call back today, 16 days later & there is still no resolution.
In the meantime MTN have billed me an amount of R633.13 which I am almost positive is incorrect but will have to PAY again for an itemized billing in order to check.
If I do not receive a resolution within 48hrs I will log a formal complaint with the National Consumer Commission as I am positive that this is against the CPA in some way:
1. I am expected to wait 15 PLUS days in order for a resolution
2. I am expected to PAY an amount in order to check that I am billed correctly
3. While I wait for resolution I am again incorrectly charged
