Inability to send sms and multimedia

Notwithstanding numerous complaints to customer service starting in January 2011, I am still unable to use my phone for all the functions it is designed for. I can only use it to make and receive calls and receive messages. No outgoing messages. Every time there were discussions about wrong settings and unblocking codes, but no remedy. The matter was reported to Hello Peter on the 15th and 21st May 2013. The response from Cell C was however to say the least, unsatisfactory. The contract was for R145.00 airtime and 100 sms's per month. The airtime was used but the sms's at least 2300 went down the drain, is this a reputable company or is it sheer neglect or don't care. They are quick to respond to Hello Peter, but sluggish in there effort to solve my problem once and for all and credit me for the lost sms's
