Axxess unable to resolve speed issue

I will be moving to another ISP in 2014. I started with Axxess 1Mbps Uncapped when my business started out. Service was good, line speeds in excess of 1Mbps.

After a year I decided to "upgrade" to Axxess' 10Mbps Uncapped and transfer my line rental. WRONG MOVE! Since I "upgraded", my line speeds have dropped to sometimes even below .1 Mbps! I would do better to downgrade to a dial-up modem connection! At times I don't have any access and recently I found that I can only open certain websites. When I try to open amongst others Axxess' website or Telkom website, etc, I get a "Website unavailable" message after about 5 minutes. My Dropbox and Anti-virus updates also fail!

After multiple calls to Axxess and losing lots of business hours, the problems have not been resolved yet. When I call now I try and save the call centre agent the time wasted to go through their usual excuses. The excuses so far:
1. My account was being managed (which was denied again just a week later)
2. There is a "network problem" (almost a generic excuse)
3. There is lots of traffic in my area
4. The best excuse "We don't find anything wrong".
5. Telkom problem
