11 days and still no resolution

I have (at least I pay for) a 10MBPS ADSL line. Both the physical line and the ISP network services are managed by Axxess DSL. Since the 19th September, the aforementioned connection has been running at 380kBPS; just above 1/30th of the 'advertised' speed.

I've been back and forth with the Axxess call centre and I'm getting nowhere. It's been 11 days now, and I'll really don't know what to do. Axxess don't seem to be doing anything about it, (I keep getting brush-offs on their ticketing system) and I don't know what to report to Telkom although, given that Axxess get paid for both the network AND the line, I don't really think the latter is my responsibility.

I need this resolved, or Axxess needs to refund my September subscription and return the line to Telkom so I can find a service provider that actually gives a.
