Asdl not installed as promised

Good day. On the 29th nov 2013 I was promised by telkom via sms that a technician, would be at my premise to install line and adsl. Technician arrives installs line, but doesnt verify adsl and leaves. I spend the next 3 hrs trying to configure adsl with 10210 engineers, put through second line, still no joy. I return to the store to complain, when I return the line doesn't work and I cannot call 10210. Went back to store 30nov, Complained again, Was promised that he would arrange for someone to come sort it out or call me by 11:30, It is now 16:45, no call nor service yet I was told that I would be sent a bill at the end of the month. I know that telkom is losing bussiness to others but should I be billed for a service that is not running. I took a day off on the 29th to get the line installed and cannot do that agin since it is year end. Will telkom reimburse me the deposit that I paid, have a receipt for?
