No facility to track progress of fault

2 weeks ago, we had a violent storm that rendered our phone unusable. The technician came said I must replace the DSL filters, but also a box on the telegraph pole needed to be replaced. I pointed out that this pole is unstable and he is likely to break his neck if he climbed up it. I also pointed out that we have been promised for about two year that it would be replaced after a technician nearly fell and suffered serious injury. Someone has since called to establish the position of the new pole, but trying to track the progress of the work is impossible. How can I find out when I can expect to actually hear a caller on the line?
