MTN stores are blissfully ignorant of MTN offers

I have an MTN data contract that is about to expire. I then got a SMS from MTN on 14 October offering an upgrade with the same amount of data (2GB) including a Samsung Tablet for R199.00.
Ever since then I have tried my best to get this upgrade, but no MTN shop in Centurion even knows about it. They want to get me on another, much more expensive contract. Either they are totally uninformed or MTN is not willing to honour their offer.
Since I have been trying from the start of the upgrade offer till now, visiting and contacting MTN stores an their Contact Centre without resolution, and with promises not kept, I can only assume that something drastically is amiss.
I can provide a copy of the SMS if anyone wants to see it. I got advice that, according to the Consumer Protection Act, MTN must provide the goods/services at the price they advertised. I do not want to go to the Consumer Council, but this issue has become a matter of principal.
