Who is accountable at Telkom?

How is it that between 6 people, Telkom is unable to run a test on my 4Mbps line that hardly returns over 2Mbps? I was referred from pillar to post until the last referral just stalled, didn't connect. How else does one get information out of Telkom? Telkom is reliable in billing me monthly but cannot run a speed test on my line... Appalling.
