ADSL Speed is Super Slow

I have moved into a new home 9 months ago and from the beginning i had poor dsl speed.
i have now reported this to telkom and my ISP over a dozen times. eventually we got the line stable at 2Mbs and i was receiving 1.7mbs through put and the service was stable. now its become so unstable for the past 4-5 weeks that i can hardly connect to the internet. my ping response is over 1800ms. this is shocking to say the least.
i have now reported this to telkom and isp and the response i get back is that they cannot give me more then 1.4Mbps. so how did it work before at 2Mbps and now they have to drop it to 1.4mbps? this is shocking especially when i was receing 10Mpbs at my old home and now not even 1.5MBps. Telkom keeps the line speed to 4Mbps and charge me for that on a monthly basis however they are fully aware that the area cannot cater for 4Mbps. so they are in other words. charging you for a service they cannot provide. same as all the other Service providers in this country. do we have to take this abuse ...??? if anyone at telkom reads this and have any goodness in them please just help me get the service i am paying for and stop cheating us...
