Bad noisy telephone line and lost sync on ADSL

Fault reported on 01 Nov 2013 Reference 916CRK01113. Service technician tried to fix it twice. Works for 2-6 hour period and fails again. Can't use the line. I gave to use my cell for calls. ADSL router must be powered down to reset every 3-4 hours. I have phone in 3 times to try and get something done. I am paying R1050 a month for this. I am not happy. I told the last technician that the line attenuation and noise margin is way out of spec and that the line is not fixed. He told me to connect with a lower speed than 4MB and that the cable is bad so he can't do anything more.
Current attenuation 53db (should at leat be below 40) and noise margin 5.3db (should be 20 or higher). This line is terrible and the service is poor. PLEASE FIX IT
