Bad, bad service or no service at all

Several weeks ago I reported the fact taht Telkom is incompetent to deliver any service to me. Then, still no response from them. I cancelled the service about a month ago and yesterday I received an account from then as usual but with the outstanding about and interest. Now I don't know what to do - no service at all but I still have to pay! So, actually they didn't cancel the service. IS THERE ANYTHING THAT THESE PEOPLE CAN DO SUCCESSFULLY?
