Being billed months after contract cancelled

I cancelled my contract on the 19th of September and ported my number to a new provider with the understanding that it would be one month billed after I had cancelled. I was billed end of September, and again now at the end of October which I understand. I am now told they will be billing me again at the end of November. For what??? This means I will have paid almost R1000 for airtime I have never received or even used as my SIM card stopped working once my number had been ported. I phone to find out what is happening and I get an attitude of well there is nothing I can do, and no-one else can help you because they will say the same thing so sorry for me. I am fuming and I am sure this goes against the CPA where it says that reasonable penalties for cancellation might apply. You guys were very quick to sign me up but not so quick to let me go. I am still getting calls to upgrade my contract after I have cancelled it? I am so disappointed.
