Vodacom says their service is not guaranteed

I have sent several emails to Vodacom. This is my 3rd HelloPeter complaint. I instructed that my Vodacom account be capped at R2000 in July when I upgraded. Now I'm sitting with a bill of R24000! Vodacom's response: They propose the data I did not use, can be calculated into data bundles so that the data out of the R24000 is covered by bundles. It will work out to 10 Gig data bundle for September 2013 and 20 Gig for October 2013. Your total invoice will be reduced to R3182.91 (September) and R4472.99 (October). Lesley sent me their small print in big print: THE CALL LIMIT SERVICE IS NOT GUARANTEED FROM A TECHNICAL POINT OF VIEW.IF FOR ANY REASON THE LIMIT IS NOT IMPLEMENTED, YOU ARE STILL LIABLE TO PAY FOR THE USAGE ON THE ACCOUNT. I want to know why they provide that service if it's not guaranteed? In all essence, is he implying Vodacom's service is not guaranteed and the customer is on own risk when with Vodacom? Does anyone reading this think this is fair/okay/acceptable? He says it's their final offer. For whoever is reading this, What do you think?
