To down grade, you pay a massive migration fee

I spoke to a consultant, i want to down grade on my contract, I started with a contract of R200 last year May, within in my contract i upgraded on my contract (not a phone) to a R500. She explained to me, that if you down grade from a R500 contract to a R200, i have to pay once of R1362.20 migration fee. As is it is difficult today in our country, now we have to pay a penalty to migrate, i am not cancelling my contract, just trying to scale down on expenses. This is so unfair to the people.
