Billed for ADSL and I don't even have a landline

My internet was installed before my landline was installed. Someone from Telkom came to see if I can get a landline in my block of flats and I actually cannot because telkom infrastructure is not put up. So I cannot get the ADSL (so have not) yet still being billed for it. I also had debt collectors calling me telling me to pay the bill. I called in a month or 2 back to sort this out and I was told that it was being sorted out. However, when trying to get a credit card today I was told that I cannot due to this. Been calling in to Telkom the whole morning and only got bad attitude. Specifically from Nozi in the billing department in the contact centre. I was also told that I need to cancel the account but sat on hold for 20 min waiting for someone to answer and Susan from cancellations eventually did and the call dropped and she did not bother calling me back. Firstly, I would like to cancel my ADSL and secondly sort out this incorrect billing and clear my credit record as soon as possible and thirdly a letter stating that the billing was incorrect to be sent to me to give to the bank.
