Incorrect debit orde

My data contract ended on the 19th of August, Telkom debited my account at the end of August for i thought was the last payment. I was then told that i should've sent in a cancellation form, I tried over two days, fax did not go through and email was being rejected continuously. I then handed in the form at Telkom and was told it will take 21 days where my account will be debited again.
I queried this with them and told them to not debit my account as I havent been using the contract and was told by an agent on the 21st of September that it will take 24 to 72 hours to resolve.
No contact has been made from them and my account has been debited.
Spoke to an agent again this morning requesting a refund and they have no record of my query and was told it will take 7 days to resolve and I wont get my refund.
Please resolve urgently!
