Debit Orders running whole month

Good day,

I am really having a big issue with Cell C, when payment arrangements is made due to account being in arrears stop debiting accounts with insufficient funds, the debit orders cost R130 meaning payment of R1500 needs to be paid to the bank that the consumer is banking with. How do you expect a client to pay his cell phone accounts at the end of each month when you have to pay the bank such large sums of amounts. The consultant informed me that they will debit the accounts every time they want. What does the word arrangement mean. The consumer acknowledge his/her error. I am not going to pay that debit orders return amount to my bank unless you as my service provider step up to the plate. The customer is paying now for service.
