7 Days without a phone line or help to repai

Today (23 September 2013) it has been 7 days, since I reported a fault in my Telkom line.
I called the call center on 10210, where I was probably 10 times... A Technician will be coming to you tomorrow, tomorrow, tomorrow. I think that this is utter poor service!!! No wonder people are switching over to mobile internet service.
Now according to me, and please correct me if I'm wrong, but if I pay for a service and the service provider doesn't deliver... Isn't that breach of contract...?
Let's see if this problem will ever get resolved.
