Bill for September over R23000!!!

I renewed my contract 2 months ago. A lady by the name Quanita assisted me. She talked me into getting a Samsung Galaxy S4.She said that my Talk 500 package that I've had for the last 5 upgrades (10years) wasnt being used anymore and that I must change my package. I didn't know what to go for and she put me on the Smart Owl package I requested she adds 2 Gig of data on top of the package and that the monthly bill must please not be more than a R1000.She calculated all of this including my Samsung tablet that I rarely use and promised that the bill should never go over a R1000 but that she could cap it for me just in case. I then requested she capped it at R2000 which she then said she did and off I went. Now my account is more than R23000 in arrears and my line is suspended. I have been to the shop as well as continuous customer calls (they cannot find the record of the line being capped) and they wouldn't sort this out for me. I am now in debt which I cannot pay and phoneless just because of her failing to actually put the cap on the line. Every time I phone customer care or go to the Vodashop a consultant gives me a different story. NO ONE can help me so HOW DO I FIX THIS?
