Contracts and vodacom doing nothing

We were informed in March 2013, that a contract has been taken out on my husband's name and an amount of R9000 is owed to Vodacom. We have not taken any Vodacom contracts out in recent years and informed Vodacom that this was not our contract. We requested a copy of the contract, etc, which they refused to supply, we then got a lawyer to request the info from them and all they sent was a copy of duplicate ID with someone else's picture and a delivery note, we then got an affidavit made and sent signed copy of my husband's ID to vodacom. They were supposed to investigate howerver instead they did nothing, now months later they have listed my husband on ITC, to be blacklisted.and we getting calls from thier lawyers. Once again we sent mails to their legal/ email address and recieved a reference number, but nothing else. Does Vodacom not do credit checks, ID verfication when giving contracts. How is the contract awarded to someone with no banking details and why is it so difficult for Vodacom to provide copies of the documentation supplied to them when contract was taken out if they claim that it is my husband, surely if you are liable for payment you have a right to the information
