Discrimination against voice contract customers

I signed up for a Smart Talk 120 early in 2012. The price was steep, but in line with what I expected. The key reason why I opted for this contract was that it included a 500mb data bundle.
On the 20th of August a story was published on MyBroadband stating that customers with 500mb data bundles would be upgraded to 3gb bundles for free. I was elated! Finally, a company that rewards loyal customers with useful rewards.
I called the Vodacom customer care centre today (24 Aug) to confirm when my free upgrade would happen. They proceeded to tell me it's only people on a Data-only bundle that will be upgraded.
Needless to say, I am absolutely flabbergasted... So people who pay less to Vodacom get more of a benefit than those who pay for more services? R149 per month on a data contract is worth more to Vodacom than R600 per month on a voice contract?
That is utterly shocking.
Considering that the big draw of the Smart bundles are specifically the data that is included, I find it appalling that Vodacom would upgrade only certain data accounts over others.
