STILL PAYING FOR SERVICE - NO DELIVERY

I moved at the end of April and did not have permanent address to where the asdl/telephone line could be moved to. I requested a block, but was advised this could not be done. So I paid for nearly FOUR months for a service I could not use. Now that I have a permanent address I requested the line to be moved. I was given a reference number; 83706731 via sms on 12/08/2013.When my wife called this week, she was told there are investigations due to possible lack of infrustructure. I called today, first spoke to Nkosi and then to the supervisor Shelly - ref:905893/13 and was told that the line could only be moved 16/11/2013... This is NOT acceptable. I still have to pay for the line rental but cannot use my line. WHY MUST I PAY FOR A SERVICE I DO NOT HAVE... WHY MUST AN EXISTING CUSTOMER WAIT UNTIL NOVEMBER??? There is a TELKOM box on the corner of Brackenfell Boulevard and Goedemoed Street???
