Can't get telephone line moved

I put in a request to have my Telkom line moved, contacted by Telkom and was told there's no infrastructure and no plans to upgrade this year. Contacted the call centre to find out if I can only get the telephone line moved, the operator checked on the system and the new address has capacity for adsl up to 4 mbs and she can't understand why they told me no infastructure.
