Upgrade contract, but still no new cellphone

On request of Autopage, I renew my cellphone contract telephonic with them. That was already March 2013, and up to today I still haven't receive my new cellphone. I phoned their upgrading department many times, and every time a different agent gave me promises which never came true. I see this as breach of contract from their side, and want to know if I can cancel my contract and stop bankpayments, or what else?
