Paying BIS on a Samsung S3!!!

I upgraded to my Samsung S3 in October/November 2012, every month my bill was higher than they said it will be, I didnt take much notice and just paid, made a query and they couldnt tell me why I am paying R460 instead of the R399 pm, so I simply logged on to vodacom website on 24/06/2013 to discover I have an active BIS on my Samsung S3 contract, all they could say is "sorry sir... eish" and I told them I want a refund of the R59 I am paying every month because of their up, so they logged a complaint ref no: S3-TSG5D-D8YB. I recieved a sms on 01/07/2013 stating "Dear client: Please be advised that your query as been received by Credit and Refund Department and you will be contacted with feedback. Kind Regards, Vodacom Cutomer Care Patience Skhosana."

It has been 15 days since the last sms I received, and have not heard anything back! typical service from a service provider that I have been supporting for 7 years straight, have 2 active contracts which I pay more upfront every month. I wish people would give more to their service, than just take money like selfish kids!!

Hope this matter can be resolved quickly!
