Supposedly in arrears for unused sim

I got a call from one of your agents offering me some starter pack deal. Which was delivered to me. And she said it would be billed once activated on a cell phone. Before even activating it the starter pack was misplaced. Now i was trying to apply for a contract and im told im in arrears. Why wasnt i contacted when the debit order didn't go off? The lady never asked me what date would best suit me? Why am i being charged for a service not rendered? Why did your consultant feed me false information?
