Service very poor not as advertised on TV for all

I have apply for an upgrade on my existing contract with Cell C. After all the previous attempts I have to try and resolve our Network problems which I must add to my deepest disappointment and to no feedback on that I decided to upgrade to a Blackberyy Z10. I was not instructed that my existing Sim Card will not be suitable for it. I received a new starter pack with my new phone that I am now trying to activate since Monday and after the Fifth Call I was now told that the sim has to be replaced and that will take them additional three days to get the new starter pack to me. In the meantime my old sim was deactivated and I have no use of my phone as it is the only means I have to have contact with my husband that's working out in country. My problem is when I ask to speak to a person that is in higher authority that the call centre person I spoke to I was told that there is no one available. This means that I am paying for a service for a week and I have no access to use it. I also ask if they can resolve the new starter pack problem today and I was told that I have to wait additional three days to receive it and that means I have to wait additional 48 hours after that.
