Cell C charges for a service it doesn't provide

I took a Cell C 3G contract. Internet service has always been problematic, but it became so poor (almost non-existent) it began to affect my productivity, as my work is research intensive. If I can't work, I can't bill, and can't pay my bills. I lodged a complaint, and was told it would be resolved in seven days. I asked for the complaint to be escalated, and was told it would be. It is now day 16, and I have not had a call yet from a technician. I tried to cancel the contract as I wasn't getting the service I was paying for, but was told this couldn't happen until the TT number has been resolved. This hasn't happened because I can't get a technician out. It's a catch 22. I have now enlisted the help of the Cell C outlet in Cavendish, who are finding it just as impossible to get resolution. No matter who we call, how we follow up, NO SERVICE. This is simply unacceptable and I want out of this contract, as Cell C is not delivering. CELL C SERVICE IS APPALLING AND THERE IS NO DELIVERY OR ACCOUNTABILITY.
