Arrogance and breach of contract

Good day,
Last year we upgraded two of our our ADSL lines from 512kbps to 4 mbps at huge cost.
Our IT technician discovered that our Durban office has not been receiving 4 mbps and since inception we have only been receiving 1 mbsp.
Firstly, Mweb did not cancel the original 512 kbps lines that was supposed to be upgraded to 4 mbps therefore we are paying for both x 2!!
We requested that the original 512 kbps contracts be cancelled immediately and we must be refunded for the period of 6 months as there was no usage since the upgrade.
Mweb then cancelled these contracts in June but is ignoring our request for credit hence the arrogance!
Secondly, because we are not receiving 4 mbps which we are paying for, I believe this to be a breach of contract and I have requested from our appointed Mweb solutions architect namely, Kyle Bridgelall to cancel as soon as possible. However Mweb Premium, Mweb Technical and Kyle have ignored my emails... more arrogance!
