Not delivering promised ADSL speeds

I have an uncapped 1mbps ADSL package with MWeb. A week ago I reported to them that my actual speed was only 0.2 mbps and asked them to fix it. A week later despite having called them 4 times my current speed is still 0.2 mbps. Each time I speak to them I am told they are "escalating" my problem to their "specialist" department. From what I can gather, all this actually means is that they pass the fault on to Telkom and then give me a call back to advise me that Telkom are looking into it and someone will get back to me. To my knowledge Telkom have worked on my line twice and no one has followed up and giving me any feedback. While I understand MWeb have to rely on Telkom to fix the problem I am paying MWeb and it is up to them to follow up with Telkom and make sure that the situation is rectified.
