Don't want to release insurance claim phone

My phone broke and I gave it in to the insurance. The phone could not be fixed and they said at my local branch that my new insurance claim phone would be able for pickup in three weeks from the date that the phone was send in for insurance check. When they called and said that I could collect my phone and I arrived at my local branch, they told me that they could not release the phone to me. They said that I could only get the type of phone that I had (S3). When I asked them why they didn't do the same when my other phone broke (Because I got a diffrent model phone when the insurance paid out), they could not answer me. My phone is currently laying at my local branch and I need a phone but can't get it. (The first insurance claim phone (from S2 to S3-mini) was a diffrent model phone, but this time I can't get another type of phone, even if my insurance covers it.) I asked them to change my data package from 2Gig to 3Gig and they bill me for 3Gig data and 3Gig partial charges, but I only receive 2Gig of Data. This is my second complaint of them in 3 months and I'm not happy at all with their tipe of service that they are supposed to give to loyal customers as they pointed out to me
