WON"T RELEASE APPROVED INSURANCE CLAIM

I submitted my phone at the Vodashop to be assessed for an insurance claim. They sent me to Vodacare who then approved the claim and returned the phone to me. I went to the Vodashop to claim my new phone and the gentleman said I must hand in the damaged phone for the claim to be processed. I will then receive notification when I can come collect my new phone. When I went to collect the new phone I was informed that the phone should be handed in then and not before. The manager dismissed me with a very rude attitude virtually laughing in my face and was not helpful at all. It seemed that he just wanted to protect his staff from being accused of not being compliant with procedure and had no interest of me - the client - at hand. I have been paying insurance for an event which was approved to be paid out but because of the staff's negligence my claim won't be processed with no help from the manager.
