Being billed for data never used. No service!

During March I had my ADSL line installed. The staff at Stell branch told me that I would only be charged for data if I activate it by SMS -which I never did, as I decided to rather sign a contract with Mweb to get my data. Despite this, Telkom has been charging me R200/m for data=R600 by now. I have phoned the Accounts Dept 3 times-to no avail. Spoke to someone in the week of 29 April-3 May 2013 (I don't know his name), who told me that I have been credited the amount that was charged. Then I spoke Lungiswa Siqana on 8 May 2013, who said that nothing was done and that my dispute was rejected and that she didn't know why. She promised to call me back regarding this matter but never did. Then I phoned again the next day and spoke to Elle (ref: 26889598), who-very rudely-said she could do nothing. No-one ever got back to me with any feedback. On 30/5 I went to Telkom Direct in Tygervalley, where I received atrocious service from Debbie, who shrugged me off and just told me to call Accounts again. What more can I do when neither Accounts nor Telkom Direct wants to help solve this? Till today no-one has phoned me back. I want Telkom to pay my money back. I have never used 1B of data.
