3 months and problem still not fixed!

Since my line was moved to my new address at the beginning of MARCH, I have been having problems with noise on the line and terrible internet connectivity.
After about 4 fault reports to the call centre, FINALLY I was assigned a diligent technician who didn't just check the exchange and close the complaint, but came out on site and discovered the cables faulty at my block of flats. The complaint has been closed again though, because it was supposed to be a quick cabling installation.
There is apparently digging which needs to be done and a new cable to be installed (possibly at my Body Corporate's expense, which I ALSO don't understand), but the fact of the matter is not only have I been paying for a service that still does not work, but I am paying EXTRA on my Vodacom bill since it is at times nearly impossible for me to connect my cell phone to my wireless, so I incur extra data costs.
Please can someone in accounts contact me to organise a refund and/or compensation as this has now reached an unacceptable stage and I am no longer prepared to pay for a service that hardly ever works. It is EXTREMELY frustrating!
