Unacceptable poor service

I applied for a telephone transfer on 19 April and paid R318. The transfer must be from 1 house to another house in the same town on 1 May. I phoned 2 May and the call centre said I must first pay R318!! which I did 2 weeks before. I phoned again 3 May and the call centre said it will take 48 hours. I phoned 8 May again and now suddenly the telephone line is faulty (the previous owner used her telephone until end of April without problems.) Now it will take 2 - 3 weeks to connect the line. It is unacceptable! My security system cannot be connected to the armed response. If there is a burgelary, who is going to be responsible for my loss? My insurance company demands my house to be connected to a Telkom line. There is a Telkom line. It just has to be transferred on to my name.
