Incorrect Billing/Poor Response

I have been billed since November 2012 for BIS & CLI when I upgraded to a data package.

I only picked this up on the 25/05/2013. My query is currently sitting with the Customer relations Dept since the 25th. The first lady I emailed on the 26th in that dept told me they will get back to me. She never did and left the company. The second lady I spoke to on 6/05 told me she would get right back to me... she never did.

If I owe vodacom money they would they will blacklist me. Correct? If they owe me money they can just take their time... how does that work?
