Till price higher than advertised policy

I purchased 2x Krush juices which had a price tag attached to the fridge which clearly stated R18-99
At the till it scanned as R22-99
I advised the cashier and said in terms of their policy I would like the items free
I have never seen management staff fight so fiercly not to adhere to this policy
They must be well trained in disputing this as I have seen numerous complaints about this attitude
They said the bar code was not the same which I do not understand as the juice was R18-99 not R22.99 as scanned by the cashier
Did the store not change the bar code details on their system that is why it scanned different than advertised then that will mean no one will ever get a free item Then why have this policy??
I am really disgusted and would like an explanation as to how and why this occured
I will not be shopping at that centre again
