Not allowed to exchange goods

I went to Calton Centre Jet in Johannesburg to exchange shoes for a bigger size. The security officer told me that I need to go to another stores as they do not do exchanges without a receipt. I just want to know why should I run to other stores, why is that store operating on a different policy compared to other stores. Am not willing to go to another store. Can someone sort this matter as soon as possible.
