Store refused to exchange goods: no receipt

I bought school clothes at one of your stores. Calton centre refused to exchange these goods because I donot have a till slip and they do not have the merchandise at the store they never had the merchandise. I should go to the store where I bought the goods. Why is this policy not communicated and disclosed to customers. According to CPA you were supposed to disclose that to customers. I'll have to report this matter to regulatory bodies because I have been treated unfairly. I don't want a refund I just want to exchange because my daughters school do not prefer woolworths skirts. I had to buy from another store. If I don't receive a respoonse from Woolworths I will have to go to the ombudsman or to regulator for non-adherence to policy. I quote. "We will be happy to exchange at the current system price" Am your customer of more than 10 years I was treated like a criminal at your store. Is this what you call customer service.
