Return policy violates CPA

I was given a pair of Zara shorts as a Christmas gift. They were the wrong size and I went into the Zara Waterfront store to exchange them.
I was told by management that returns can only be processed with a receipt or in the case of a gift, a gift receipt.
Needless to say, my gift did not come wrapped with a receipt, and the buyer (gift giver) was never informed that needed a gift receipt. Woolworths, Trenery and other Waterfront stores are a dream when it comes to exchanges - no receipts required.
Zara, if you're not informing every customer that they need a gift receipt, you're in violation of the Consumer Protection Act.
Change your policy. Value your customer. Comply to the CPA.
I wonder how many other customers have been turned away post Christmas wanting to return or exchange a gift.
