Canceled because no delivery - NO REFUND!

I ordered a Samsung tablet which was not even dispatched by the time it should have been delivered. Cancelled on 11/9. Promises of refund. More than 2 weeks now and no refund despite promises. Have spoken to and e-mailed several persons, names available on request. All promised refund. None has happened. More than 2 weeks!
