Exchange policy-yeah right

My wife who is a regular client of pep stores bought a pair of jeans and 2 pairs of ladies panties, however she realised they were all too small, we went in to exchange items, firstly we were told ok by a lady employee, however when we got to till point sinah peter rudely said they dont exchange underwear even if it has its tags on.there was alot of custermors who heard this, is this fair, im humiliated by his behaviour, regards sean porter.im taking this matter further.
