Allowing a credit purchase without proper doc

2 weeks ago my mother when to her bank to go and open a new account.

Only to be told by the bank that she is black listed by the credit bureau for missing payments from Electric Express (of R 20 000.00).
Branch in question SHOP A6 MAMELODI CROSSING, Gauteng.

Yet she has never in her life been to this store and has a perfect credit record.
I.D was the obvious conclusion.

She was advised to go to store (Electric Express, MAMELODI CROSSING) and clear her name.
The branch in question's manager was not there on the Monday 08/07/13). And none of the store employees could help her much on this issue.
She was told to return on the Wednesday (10/07/13) as the manager would be there.
During the discussion with the manager it turns out that the shop has nothing on record but a black and white copy of the fake I.D (No clear S.A watermarks visible. With another younger lad's face on). No pay slips, no proof of address or no supporting document.

How does a shop open store credit to someone with nothing but a fake B/W I.D copy, no supporting proof or document? This is shocking!

She has yet to be cleared by the credit bureau and the case is pending with Electric Express Head Office.
