Paying for no Service

Tracker installed a tracking device in my vehicle and after months of payments and complaining they replaced the device and informed me that the tracking device was faulty. When i tested the new device again they never contacted me or even noticed that my vehicle was traveling without the tracker remote. Thus why am i Paying for the Tracker alert and track service if they do not pick up if the vehicle get. I then contacted them to cancel the service and now they do not want to remove the device and say that i will be liable for the contact fee. Why must i pay if they do not provide the service agreed upon How many times do they want to change the device and should i not actually be getting my money back for the period the devices was not working as i have been paying my monthly instalment and not receiving any service.
