MONEY OWED BUT WONT RETURN TO ME

I DOWNGRADED FROM PREMIUM PACKAGE TO EASY VIEW DUE TO FINANCIAL CONSTRAINTS AT THE END OF FEBRUARY. I HAD A DOUBLE PREMIUM OF R1208-00 DEDUCTED OFF MY ACCOUNT WHICH I WAS ONLY LIABLE FOR 1 MONTHS PREMIUM SUBSCRIPTION OF R590-00. THE BALANCE OWING STILL TO THIS DATE HAS NOT BEEN RETURNED TO ME EVEN AFTER 4 PHONE CALLS AND BEEN PROMISED THE MONEY TO BE RETURNED. EVERY TIME I CALL I GET AN EXCUSE OF ITS STILL PENDING OR SORRY SIR WE FORGOT ABOUT A DEBIT DEDUCTION OF R2-38 SO WE COULDN'T PAY YOUR MONEY AND SO ON, YET WHEN I HAVE AN AMOUNT OWED TO THEM IN THE PAST THEY SO QUICK TO CHASE IT UP AND THREATEN YOU WITH CANCELLATIONS ETC. I'M SO TIRED OF BEEN TAKEN ADVANTAGE OF IN THIS REGARD AND WONDER JUST HOW MANY OTHER PEOPLE GET THE RUN AROUND LIKE I HAVE. ONCE AGAIN I HAVE JUST TRIED TO RESOLVE THIS AND ONCE AGAIN I HAVE BEEN TOLD ITS STILL PENDING SINCE THE 1ST MARCH EVEN AFTER 4 TO 5 CALLS.
