Ceiling fell in the lounge

The ceiling fell in the lounge over the weekend. I reported it on Monday morning. The maintenance people came on Tuesday morning to see the place and make a quotation. They advised that they will not fix the ceiling until the have received the deposit. I contacted the Agent and was advised that the owner has agreed to pay for the repairs. In the afternoon, i received no call from the agent and nobody came to my house to fix the ceiling. I went back again to the agent. I was told that the owner is not able to pay for the repairs and I must wait until I pay rent so that they can be able to fix the ceiling!
I told them that this was absurd as my rent is only due on the 20th. I enquired on what is going to be done in the meantime and until now I am still waiting for their feedback. I have not received any phone call from them.
