City Property refusing to pay back my deposit

It's been almost 9 weeks and City Property still hasn't given me my deposit back, from all the calls I've made since 3 weeks ago, I might have spent almost half what they owe me.
I am so tired and angry at the same time because the very same company that owes me money for one lease is the same company that's pressuring me to pay rent for another lease, which I can't do cause they owe me.
I called so many times I lost the count, I decided to take my own time out of my busy schedule to go to their offices to discuss the matter face to face, but all I got was being ignored and made to wait in the meeting room for more than 30 minutes without anyone attending my query.
I do not blame any one person/employee at City Property, but I blame the company's procedures as they do not make sense, they don't even want to transfer me to speak directly to a manager or complaints department.
I don't know why I took a new lease with them, had I know, I would have gone to the other guys.
So whoever is reading this at City Property, I hope you guys are aware of how many unhappy clients you have out there who just want to be heard.
