Payout of levy account

My unit at Southdowns Estate was sold in March this year and the sale registered on 18 July 2013. To date Lumic has not paid out the amount owed to me. I cannot understand why i have to pay the Home Owners Fees immediatly but it takes Lumic over 3 months to refund the levy payout. The only time I hear from them is when I contact them to to find out about my money. The last time they told me the refund will take place with the next levy run which was over a month ago. THIS IS TOTALLY UNACCEPTABLE!!! I tried to phone this morning and the computer answers to tell me that they are closed giving me business hour from 9:00-17:00 but I phoned at 10:30.
