Sueing without good reason

I am DISGUSTED with Lumic. Their public relations is none existent and they are bullies. My mother lives in one of the complex's which they manage (actually mismanage) and they have just slapped a R3500 "special levy" onto the current levy. this was about a year ago. My mom and myself have been sending letters stating that she lives on a tiny fixed income and simply cannot afford it. However they ignored her. My mom then said she would be happy to pay it off in R100 or R200 installments every month. Which according to law they should accept. Well they have now given her a lawyers letter with all sorts of other fees attached to it. My mom is a nervous reck now. also i believe that most people in the complex dont even pay their monthly levy nevermind this special levy so i would like proof that they are sueing everyone because i believe that this is a bullying attack form Lumic because in the past they have proven themselves useless in solving problems: ie my mom was attacked by a dog in the complex and they did NOTHING to get rid of the dog or solve the problem.
